SAPAN strengthens governance, standards, and public literacy to prevent digital suffering and prepare institutions for welfare-relevant AI systems.
Følg fokuserede små skridt for at opbygge reguleringskapacitet.
This score reflects the current state of AI welfare policy and recognition.
Denmark has formally recognized animal sentience in its 2020 Animal Welfare Act, which explicitly acknowledges animals as sentient beings. This provides a small conceptual foundation for sentience-based policy frameworks. However, there is zero evidence of any recognition of artificial sentience in Danish law. Score: 1 point for animal sentience recognition only.
No legislation found prohibiting the causing of suffering to AI systems. Denmark's laws address human rights, data protection, and animal welfare, but contain no provisions related to AI suffering or welfare.
Denmark has established the Danish Agency for Digital Government as the AI supervisory authority under the EU AI Act, but this body focuses on general AI regulation, safety, and compliance—not AI sentience or welfare. No AI welfare oversight body exists.
Denmark has research centers focused on AI technology (Digital Research Centre Denmark, Pioneer Centre for AI), but none specifically address AI consciousness or sentience research. Research funding focuses on ethical AI use, explainability, and technical development—not consciousness studies.
No evidence of Denmark signing or proposing any international pledge specifically related to artificial sentience welfare. Denmark participates in general AI governance initiatives (EU AI Act, OECD AI principles) but these do not address sentience or consciousness.
Denmark's AI legislation (supplementary law to EU AI Act) addresses prohibited AI practices, high-risk systems, and general governance—but contains no provisions for training, deployment, or maintenance specifically related to potentially sentient systems. All regulations are generic AI safety measures.
No laws found regulating commercial use of sentient-capable AI. Denmark's commercial AI regulations focus on data ethics disclosure requirements, GDPR compliance, and general AI Act implementation—none of which address sentience.
No safeguards found for decommissioning or retirement of potentially sentient AI systems. Danish law does not address this concept at all.
